SISTEM PENDUKUNG KEPUTUSAN SELEKSI PENERIMA BANTUAN SOSIAL MENGGUNAKAN INTEGRASI METODE ANALYTIC HIERARCHY PROCESS DAN MULTI-ATTRIBUTE UTILITY THEORY
Abstract
Social assistance fund distribution requires utmost transparency and targeting precision to prevent distributive inequity and civil conflict. This research formulates an integrated Decision Support System marrying the Analytic Hierarchy Process (AHP) for hierarchical criteria weighting and Multi-Attribute Utility Theory (MAUT) for scaling multi-attribute utility performance. Five evaluative criteria are assessed: Household Income (C1), Family Dependents (C2), Dwelling Condition (C3), Electrical Grid Capacity (C4), and Asset Ownership (C5). AHP weighting demonstrated high consistency (CR = 0.0202 < 0.10), identifying income (41.6%) and dependents (26.2%) as principal weights. Field validation across 15 underprivileged candidates designated household A13 with an optimal MAUT utility score of 1.0000. Criteria sensitivity perturbation (±20%) yielded Spearman rank correlations above 0.98, substantiating decision robustness for municipal authorities.
