Abstract

Smart Campus infrastructure investments in higher education demand strategic capital allocation and transparent prioritization under budgetary constraints. University executives require robust multi-criteria decision-making models to rank conflicting technological initiatives. This study introduces an integrated Decision Support System utilizing the Best Worst Method (BWM) for criterion weight derivation and the VIKOR method for compromising alternative ranking. Five evaluation criteria are established: Technological Readiness, Academic Impact, Financial Feasibility, Cybersecurity Posture, and System Scalability across five infrastructure proposals. BWM weighting identified Technological Readiness (weight 0.342) and Cybersecurity (weight 0.268) as the primary determinants, exhibiting high consistency (ΞΎ* = 0.042). VIKOR ranking confirmed Campus High-Speed Wireless and Unified Data Center modernization as the optimal compromise solution, satisfying both acceptable advantage and acceptable stability thresholds. The model delivers a quantifiable, reproducible roadmap for university governance.
